Job Description
This position is located in the Water Quality Division- Construction Permitting Section in Oklahoma City.
All applicants must be able to pass a background check and be able to legally work within the United States. DEQ does not allow sponsorships for H-1B visas.
Basic Purpose
Manage the construction permitting program. Ensure consistency, timeliness, and quality of the permitting process for construction permits, engineering report reviews, pilot study protocols, and other deliverables. Manage efforts to modernize the Construction Permitting processes and tools. Provide administrative support to the Variance Committee Lead. Manage activities related to program administration.

Typical Functions
- Serve as the Construction Permitting (CPU) Engineering Manager.
- o Manage CPU programs and section staff
- o Complete performance reviews for CPU staff
- o Ensure that agency policies are followed
- o Review and approve construction permits drfated by CPU staff
- Represent the Department of Environmental Quality (DEQ) and Water Quality Division (WQD) at meetings with other state agencies.
- Coordinate with other WQD groups and sections as well as with other DEQ divisions.
- Keep DEQ management informed about any developments of issues regarding CPU programs.
- Ensure that program deadlines are met and that all modernization efforts for the program are supported.
- Oversee CPU programs and projects, including legislative inquiries, rulemaking, budget development, and the variance committee.
- Work closely with WQD managers, WQD Chief Engineer, training partners, engineering firms, contractors, and others as identified.
Travel Requirements
- Engineering Managers must be able to travel throughout the state, driving for several hours in daylight and darkness, and occasionally staying overnight with little notice.
- Engineering Managers must have a valid Oklahoma drivers license.
Education and Experience
- Level I requirements at this level consist of registration as a Professional Engineer.
- Level II requirements at this level consist of registration as a Professional Engineer and one-year supervisory experience in a professional engineering related field.
Special Requirements
Applicants with out of state registration as a Professional Engineer must transfer their registration with the State of Oklahoma through the Oklahoma State Board of Registration for Professional Engineers and Land Surveyors no later than six months from the date of appointment. Applicants will not be granted permanent status without a valid Oklahoma registration as an Professional Engineer.
Physical Requirements
- Engineering Managers must be able to operate a personal computer for long periods of time.
