Human Resources DirectorAugust 22, 2025Note: Applications will be accepted until 11:59 PM on the day prior to the posting end date above.Job TypeFull timeCompensationUp to $92,769 Commensurate with ExperienceDEFINITION:Under the administrative direction of the Executive Director, the Human Resources Director is responsible for ensuring compliance with various human resource policies, procedures, laws, standards, and government rules and regulations, incorporating the agency's Mission, Vision, and Values, while providing experienced leadership in all phases of human resource management.DESCRIPTION OF DUTIES:The following list includes essential duties for this position but is neither all-inclusive nor restrictive. Assigned duties will be modified based on agency needs.General Human Resources
Maintain complete confidentiality of all personnel matters assigned
Provide leadership in all phases of human resource management while ensuring compliance with various human resource policies, procedures, laws, standards, and statutory requirements
Research, consult with General Counsel, apply laws and rules, and advise employees and management concerning a variety of personnel issues including the agency's policies and procedures, progressive discipline, grievances, terminations, leave issues, FMLA, ADA, FLSA, Civil Service and Human Capital Modernization Act and associated rules, and other state and federal rule, laws, and guidelines. Seek and provide solutions to minimize the impact of any adverse actions before issues escalate while understanding the ultimate needs and mission of the agency
Prepare and process employee personnel transactions, ensuring compliance with applicable laws, rules, and policies concerning appointments, promotions, demotions, transfers, separations and other actions
At the request of the Executive Director, coordinate and implement compensation studies and pay for performance program by preparing and obtaining approval of all required documents, job descriptions, etc.
Compile relevant employee data into documents such as organization charts, salary schedules, evacuation plans, emergency contact information, budget information, etc.
Prepare and maintain a system of employee personnel records; keep current on the state's records disposition schedule with regard to HR records
Prepare and present human resources reports to the Board of Trustees, as requested, and participate in Board Strategic Planning retreats
Provide assistance on special projects at the request of the Executive Director
Recruitment, Hiring, Promotions and Personnel Changes
Involved in all phases of the employment process advising on best practices while ensuring compliance with various policies, standards, procedures, and state and federal statutes and administrative rules
Ensure proper agency authorization has been obtained prior to filling positions or initiating changes affecting employee pay and job duties, such as freeze waiver and budget code requests, recruitment announcements, criminal background investigations, degree/certificate verifications, E-Verify, I-9 verifications, verification of leave transfers, etc.; process changes in statewide computer system
Work with management in developing or revising job descriptions, applicant testing, interview questions, applicant evaluation criteria, reference checks, etc.
Participate in all agency interviews and the selection process
Coordinate and conduct new employee orientations
Policies and Procedures
Develop, implement, and maintain policies and procedures, including the Employee Handbook and policies concerning the FMLA, FLSA, workplace violence, discrimination and harassment, etc.
Review and evaluate agency policies and practices to determine if they are meeting the specific needs of the agency, requesting input from management and General Counsel when necessary; track legislative and HCM rule changes affecting human resources
Employee Payroll and Insurance Benefits
Prepare and process all employee payrolls, typically three per month (regular, supplemental and off-cycle) which includes making all changes affecting payroll (salary, taxes, general deductions, annual leave payments, etc.); update payroll procedures as needed
Serve as the agency's Insurance Benefits Coordinator; attend annual benefits training for insurance coordinators and attend SoonerSave training when available; draft and distribute explanation of insurance benefits during option period for the following plan year; assist employees with online enrollment during option period and complete and submit any necessary paperwork; serve as liaison between staff and the Employee Benefits Division throughout the year by assisting employees with questions or paperwork regarding insurance benefits, change in coverage issues, COBRA, etc.
Employee Leave
Oversee employee leave accounting, advising staff and management concerning rules, laws, and policies on leave usage
Develop and maintain a process that assists employees in tracking "use or lose" annual leave; develop and maintain a report of "use or lose" annual leave and expiring comp time for manager use
Process off-cycle payroll for the purpose of extracting leave information from the state's leave accounting system into individual employee leave reports
Employee Growth and Development, Recognition, and Evaluation
Coordinate training received by staff based on needs assessment; ensure management is aware of mandatory supervisory training as outlined by state requirements; provide schedules of courses and enrollment opportunities of state courses to managers; coordinate agency-wide training as directed by the Executive Director; request managers to report any outside training/conferences received; report all training completed by staff to Executive Director annually
Attend various HR related training and professional development conferences
Ensure compliance of agency's Employee Recognition Policy; work with administrative staff in arrangement of employee appreciation luncheons; ensure service pins are available for distribution; ensure ABCD recipients are monetarily rewarded as stated by policy
Coordinate the agency's Performance Management Process ensuring that each employee's performance is evaluated in accordance with Civil Service and Human Capital Modernization Act; provide assistance to managers as needed
WORK SCHEDULE
This position works in-office Monday-Friday each week. The works hours for this are 8:00 am – 5:00 pm.
MINIMUM QUALIFICATIONSBachelor's degree plus seven (7) years of professional level experience in human resource management or development, or an equivalent combination of education and experience, substituting one additional year of professional or technical public sector human resources management experience for each year of the required education; or an equivalent combination of education and experience, substituting the possession of a master's degree in public administration, human resources or a closely related field for one year of the required experience.Knowledge of:

PHYSICAL DEMANDS:The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is typically sitting for 6 hours of an 8-hour workday and is regularly required to talk and hear with staff. The employee is frequently required to stoop, twist and bend at the waist; stand; walk; use hands to finger, handle or feel; and reach with hands and arms. The employee is occasionally required to lift small objects weighing less than 10 pounds. Specific vision abilities required by this job include close vision and distance vision.
