Shift: 8:00 a.m. to 5:00 p.m., Monday through Friday, or as required
Education and Experience: Bachelors degree in Human Resources, Business Administration, Public Administration, or related field preferred. Minimum 7 years of progressively responsible HR experience, including supervisory responsibility.
Licenses and Certifications: HR certification (SHRM-CP, SHRM-SCP, PHR, SPHR) preferred.
Knowledge: Strong knowledge of employment law, HR best practices, and labor relations.

Key Responsibilities:
Recruitment & Staffing: Manage full-cycle recruitment processes including job postings, interviews, and on-boarding. Partner with departments to forecast staffing needs and develop workforce plans.
Benefits & Compensation: Administer benefits programs (health, retirement, leave, wellness initiatives) and ensure compliance with plan rules. Assist with job evaluations.
Policy & Compliance: Ensure compliance with federal, state, and local employment laws (EEO, FMLA, ADA, FLSA, OSHA, etc.).
Training & Development: Coordinate employee development programs, including supervisory training, safety training, and professional development. Develop partnerships with public agencies, vendors, and community organizations to bring training programs onsite, ensuring full use of the Citys training facilities. Monitor training effectiveness and adjust programs to meet organizational needs.
HR Operations & Reporting: Oversee HRIS accuracy, personnel files, and data integrity. Prepare HR reports and analytics for leadership decision-making.
Mental and Physical Abilities: Ability to maintain regular, predictable and punctual attendance. Mental/visual effort required due to sustained periods of concentration, working under pressure of deadlines, and continual interruptions in concentration from staff requiring assistance. Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lb.) 5-10% of work time.
Working Conditions: Work is performed in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like. Periodically exposed to such elements as intermittent standing, walking, pushing, carrying, or lifting; but none are present to the extent of being disagreeable.
